U.S.-Libya Dialogue on Strategic Sectors

The Bilateral Chamber held a U.S.-Libya Ministerial Roundtable in Houston, bringing together senior Libyan government leadership and U.S. industry executives.
This event builds upon the momentum of the recent bilateral meetings in Washington, D.C., and the signing of the Memorandum of Understanding with Exxon.
Libya? Why Now?
- Energy Powerhouse: Libya holds the largest proven oil reserves in Africa and is actively seeking investment to modernize its upstream, midstream, and downstream sectors. Production is rebounding, with a national target of over 2 million barrels per day by 2030.
- Healthcare Transformation: Libya is committing significant resources to rebuild its healthcare infrastructure, upgrade hospitals, and introduce advanced medical technologies. Partnerships with international providers and investors are needed to expand access to high-quality care.
- Strategic Location: With its Mediterranean coastline and proximity to Europe, Libya serves as a natural hub for trade, logistics, and cross-border cooperation.
At our U.S.-Libya Dialogue event, the Minister of Oil, H.E. Dr. Khalifa R. Abdulsadek, presented a clear roadmap to raise production to 2 million barrels per day. The strategy prioritizes brownfield redevelopment, greenfield acceleration, gas expansion, and infrastructure upgrades — supported by new fiscal terms and growing international participation.
With over $20 billion in investment opportunities and a commitment to transparency, local content, and sustainability, Libya is emerging as a regional energy hub for Africa and Europe. The Ministry’s messaging emphasized a “leave no stone unturned” approach, encouraging investors to explore all opportunities from brownfields to frontier basins. After the meeting, members and key stakeholders engaged in bilaterals with the Minister. The Bilateral Chamber is proud to help drive this dialogue and connect global stakeholders investing in Libya’s energy future.
